I am a full time employee for a large medical facility. I also work part time for a county. The employers are not connected to one another. Can one employer contact the other with accusations against me and possible disciplinary action.

It depends on the accusations. For example, if the accusation was child or sexual abuse, the facility could have a legal responsibility to notify the county. If the accusation was embezzling funds, and at both employers you have access to funds, the facility could justify warning the county. You can speak with an attorney to determine your rights.
